Canon 70-200 2.8 non IS vs IS for wedding and studio shot

I photograph Wedding and some studio setting shot. I wonder how handheld with non IS version (about 1/250 max when i use flash off with no tripod and some lowlight situations)? Please help me.

I have only around 1300$, so if both of it won't fit my purpose (IS version is too expensive and non-IS can't help me), can a Sigma 70 200 2.8 OS HSM a good replacement? thank you.

I have he IS version. I love the IS in low light when hand holding the camera. But then i have always had trouble holding the camera still so image stabilization is a dream for me.
