I would try a 55-250. It is substantially lighter, which will make it easier to hold. It has IS. The image quality is very good and the price is very low. Even if you also add a 70-300 or something, having the 55-250 in your bag as a light backup lens would be helpful.

You could also consider a fast prime like the 85 1.8 or 100 f2. These are light and the faster lens would let you get faster shutter speeds, negating the need for IS. It would depend on how much reach you need, though. If you use the full 200mm, that would not be enough.

I ended up going with a Tamron 17-50 2.8 and will be getting a 85 1.8 in the next few days. I will finish up my line up with the 70-200 F4 IS and a 1.4X. That will give me a low light fast lens, a portrait and general lens and a usable handheld telephoto lens to cover the rest. Thanks for everyone's advice.
