Photoshop is a powerful tool to alter photos in infinite ways. Lightroom is an organizing tool with editing features. Both can do some of the same things, but when you need photoshop light room wont cut it, and photoshop wont do many of the organizing tools that lightroom will. Best is in the eye of the beholder.
