Do I need a graduated ND filter? I assuming that spot metering for the sun with render the rest of the FOV totally dark, so there must be another method. Or do I have to use bracketed and blended exposures or something like that?

I did this with one exposure handheld; no tripod or filters and minimal editing ;). I think it's just timing really, this was one my first landscape photos as-well.

Can you share your camera settings and how far off the ground you had your camera? I find that in shots like these I have trouble keeping sharp focus on both the FG and the BG, whereas your shot looks sharp everywhere. I think I may be having my camera too close to the FG and hence getting it OOF.

Focus stacking will help you maintain everything in perfect focus...there are many tutorials and techniques available on google...have fun!

I was using manual mode with live view and about 10 inches off the ground handheld...
