I doubt the 7D will get a brand new sensor just because it doesn't make any economic sense for Canon to do so.
You could bet your house (or your parent's house) on the fact that Canon will be researching new sensor technology to try to improve them for still shooters. And when (if) they do develop a new sensor with better noise control and dynamic range then you can also bet that they'll start sticking it into the whole range as soon as possible.
Some people have speculated that the repeated perceived delays to the launch of a 7D replacement are due to the developers having problems with such a sensor. After all, it would be simplicity itself to stick the 70D sensor in a 7D MkII with two Digic 5+ processors for 10 fps and a dedicated AF processor.
