I'm sure he doesn't have it mounted while going down the highway at 70+mph. Just has it mounted while putt putting at his birding location. Even though if he does have it mounted while on a normal road, I'd love to see the cops face if he was to get pulled over.

No - you want to be able to show the court the pattern of his iris (captured in the rear view mirror of the other car as it was running away) so he can't claim it must have been someone else who was driving the car. It's all in the details
