I found this guy wandering around a speedway near home.

He doesn't look like he's missed too many meals, despite not being able to see...

I wonder if someone has been feeding him?

I doubt he's long for this world, one way or the other, unfortunately.

I was just going to suggest that. I was an Animal Control Officer for 24+ years and the rule of thumb is if an animal looks funny or is acting bazar it could likely be rabid. Not something to mess with as once rabies gets to a certain point it is 100% fatal.
