To me it's a fine line. Dressing up and just walking around? Not so much. The "living statues", I have no problem throwing down a buck or two as I'm benefiting from taking their photo, whether directly or indirectly. I'd rather give a little something to someone making an effort than just with their hand out.

Personally, I'd probably just give him/her the dollar. I know I don't have to and they're not entitled to the dollar, but I am sort of using them for personal benefit. I also don't really want to make a scene, so sure. If I take someone's photo and they then ask for a dollar, I'd probably be like, "sure, here's a dollar. Thanks for the photos."

That's also conditional on a few things, though. Firstly I'd have to have a dollar on me. Secondly, it depends on how they approach me. If they ask me for a dollar with the clear understanding that I can outright refuse, then I'd probably give them the dollar. But if they were pushy or otherwise acted as if I OWE them a dollar, I'd tell them to get bent. It also depends on how often this was happening. If I go out shooting for a day and one person asks me for a dollar, then no big deal. But if EVERYONE I shot that day was asking for a dollar, then I'd have to resort to a blanket rule of not paying anyone a damn thing. This is still sort of begging to me. And I might give a single beggar a dollar if I get something out of it (like some photographs), but I'm sure as hell not gonna give EVERY beggar money no matter how nice they are. Isolated uncommon incidents and I'd probably just shrug my shoulder and give them a dollar, but my wallet would tighten really fast if I was encountering this on a regular basis.
