Single image HDR Toning in PS CC...these first two images are SOOC, then taken into PS CC and applied default HDR Toning with no changes to default settings.

This technique works for snow and most skies. It happens to fit with some current projects except...that snow and skies seem to be it's limitations.
Why is it that it only coughs out these results with snow/skies and nothing else of a light color and...how do I achieve this "dark, soft look" with other images?

i guess all pictures need little bit postprocessing of somekind before sending them to hdr software. sometimes hdr works fine and sometimes routine processing or digital blending
works better. here if you start with first jepg i think routine post processing should do ok.

for scenes of this type (very dull sky, snow, sand dune )to get good details, texure, and contrasts , do levels or curves adjustments in luminosity mode. this way more details will come without color getting saturated or bleeding in fact it will desaturate the picture. once you solved this problem then go for increasing the saturation of the colors.

The dynamic range in your original images is very small. What are you trying to achieve by applying HDR Toning to them?

Merely that.
