Paypal payment under review

I sold an item in Fred Miranda and upon receiving the payment, Paypal sent me an email advising the buyers payment is being reviewed for 24 hours. Is this a red flag to decline the sale? This never happened to me before and I sold close to $40k of items in 5 yrs.

I would wait to ship.
What was the dollar value of the transaction?
Did the buyer have a long history on FM or buy/sell feedback?

it's happened to me before, not sure why. one guess i had was that the person added a new payment method (card/account) which was not yet verified. regardless, the payment cleared within the time paypal said it would and then i shipped after that.

Yes, the instruction is to wait for their fraud specialist to review the payment before shipping.

The buyer has zero feedbacks and actually just joined this week. He said he's deployed overseas but the item will be shipped to a confirmed US address.

agreed with others...hold off on shipping.

It may not be a scam though.. I was abroad for a couple of years for the US Government and had a U.S. mailing address. If you google the zipcode he gave you, you should be able to find out. For example, my zipcode while abroad was 20189. If you read the wiki on that zip code, it says that it's the shipping zip code that U.S. Embassies and Consulates use.

And you determined that how and with what evidence? There are several reasons why they might review it, and scam is only one. The most common is unverified account - which means that they deposit or charge some tiny amount, like 22 cents, to verify the account is real. Others include different shipping and billing addresses (common with military), and no past history.

That said, I would not ship until you get the official notice.

Did you recieve PayPal payment as "gift" or as sold goods? just wondering if they are starting to crack down on the use of the GIFT option as payment for acctual goods..

Have you tried transfering the funds out of PayPal and into a bank account or are the funds showing but frozen until review is complete?
