Robber Flies aren't really all that skittish if you're careful. I start from several feet away, and scoot forward on my stomach. Luckily, these flies seem to like to stay within a small area if it's good for hunting; if you scare it off, it's likely to land again within a few feet.
Example: I watched this guy off and on for several hours yesterday, waiting to see if he'd catch something. I went out once and he had this moth. He stayed in the same six foot radius area all day. Every time I went out to check on him, getting close enough to see if he had a victim, he never flew away.
