nice light one minor criticism if you wanted blurred water in the foreground why not go all the way with a tripod and nd the slight blur there is distracting.

Nicely captured.

I think the fact that the water isn't completely blurred is actually beneficial... gives more texture and more sense of motion to the image rather than just having it completely flat and blurred.

Lovely image.
I love your choice of shutter speed in this image; you slowed your shutter speed enough to convey motion rather than render the water as smooth and devoid of texture. It's always refreshing to see someone avoid the clichés.
