The 'blurriness' we typically see in water reflections is from choppiness in the water...so when you see a uniform blur like the image it looks artificial. focalpointsphoto.com

I added an additional step of 90° motion blur Please keep in mind that I only had your small jpg to work with so your results should be much better.
