This is a gravity extraction. In USAF we call it a "CDS" delivery, for Containerized Delivery System. Notice that the flaps are very close to zero %. When you fly the plane at drop speed (normally about 130 KIAS) with a near-zero flap setting, the angle of attack on the wing is quite high, and therefore the angle on the cargo deck is similarly high. The load is on rollers and restrained in the plane only by a cargo strap rigged from one side to the other. As the plane reaches the release point, a cable attached to a knife around the restraining strap is pulled, cutting the strap. The load then freely rolls out the back of the plane. No complicated extraction chute rigging.

can't see it in his pic but there is generally a static line that slides along the cable in the plane. more advanced variations have other deployment gizzmos but their drop altitudes tend to be much higher. This photo appears to be quite conventional drop alt of 1000 feet or so.

As I understand it, that red fire retardant slurry is somewhat (if not very) corrosive. (Anyone confirm?) If so, I wonder why they would place a flush mounted discharge so far forward, and not have some sort of discharge far aft where the retardant would miss most of the aircraft.

I suspect it's a combination of airflow dispersion characteristics, and loading considerations with regard to the aircraft balance.

Specifically the airflow underneath the centre of the aircraft isn't likely to swirl retardant around the tail plane surfaces, and there are no large pitch trim changes associated with centre of the aircraft retardant discharges as their would be with a rear (or forward) discharge location.
