The lights indicate the switch alignment. The picture was taken at the Union Pacific's West Colton yard. The locomotives are moving out from the engine pool and getting into position to head back into the departure yard to hook up to their train. The photo below provides another view of the switch lights as another power consist waits to head back to hook up to its train.

We have had an Amtrak "Heritage" loco working local corridor trains lately. Here 822 leads the "San Joaquin"(which runs between Bakersfield and Oakland) through Holt California, a tiny town on the river delta.
