What can I do to make this photo look better?

Assuming you shot in Raw, I'd fool around with the white balance. Looks kind of brownish/yellowish on my screen. Just watched a video from Anthony Morganti where he processed a night shot and set the WB to Tungsten. Or use the temperature slider and push it to the left - cooler, bluer. I also think the contrast may need a bump up.

I initially kept the bottom of photo because I thought the wood poles would add to the photo but the more that I look at it, it doesn't seem to add too much to the photo.

Unfortunately, I didn't plan on taking photos that night - was just there to hang out and realized I had my camera! Will definitely have to try shooting during the golden hour next time.

As for the leading the eyes to the subject - this seems to be fairly difficult for me for some reason. Will have to read some more books on composition!

I actually think the wood poles create an interesting foreground. The only problem is that so much of them are not seen (cropped? or was their view blocked in the actual scene?) I would brighten up and sharpening the poles as well as the bridge while keeping the rest as it is.

This scene may also benefit from doing a HDR of bracketed shots (though post-processing can make a big difference in hdr).
