I asked our guide he said probably off duty IDF. They are responsible for their issued weapons and since they most likely do not have a gun locker carry them around with them. The gun is not loaded there is a tell tail in the chamber showing no cartridge. There are two magazines attached to the stock. there is also a unit patch on the magazines. You see alot of people carrying in Israel some are settlers in for the day most I think are off duty IDF the gun control laws in Israel( not the west bank were very severe)This is in Tel Aviv low likely hood of need IMHO

it is spring loaded as soon as you release the bolt when the magazine goes in that falls out. a few seconds at best not 30.
