As someone who went through hurricane Harvey, I can empathize with the photog. There's more going through your head than trying to sell images when you're in the midst of that.

I had that happen to me with a video I posted to YouTube, a video which I has licensed to FOX News, when I posted an edited copy of the clip as part of a discussion on selling content to news services I received a warning from YouTube that my video infringed against the full version of the video posted on FOX's YouTube channel.

I replied back to YouTube the video was my property and I had licensed it to FOX under a non-exclusive license and included a PDF of my USCO registration for the video, after a couple of days I received another message from YouTube indicating they sort of understood what happened and backed off on the taking the video down.

It's really amazing how automation like content matching can screw things up really good.
