The same tree today. The green balls are seed pods. Some were open and shedding seeds as early as two weeks ago, although the tree still has blooms. Someone there said milkweed, and the seeds do look like milkweed. But it's a tree!

EDIT: A search revealed that its genus is Gomphocarpus. It was formerly placed in Asclepias, the main genus for milkweeds. Originated in South Africa. Many common names, including "balloon plant" and "family jewels tree."

Looks weedy.

It's rangy. It has to be staked up, and this one was in full sun. It didn't seem weedy in person. Maybe it looks small in the photos, which don't show scale, but it's not. Those green balls reach a diameter of about 2 inches (5 cm) before they open.

Sorry, what I meant was it looks like something that could easily become a weed with the abundance of wind-blown seed it appears to produce (as beautifully depicted in your photo). A lot of South African plants have escaped gardens and become weeds in Australia, where there are few natural controls on their spread. I did some googling and evidently it has done exactly that and is a declared weed in Western Australia.
