What you are trying to identify is this item in the state it is in now. It is a little smaller than a two liter drink bottle. The whole item this is part of would be much larger.

Yes, this is a starter. The specific part in the shot was taken from is what would have been called the Bendix back before they put solenoids on starters.

The problem with answering OhLook's question with a simple yes or no is because this item is both a part of an engine (motor) and it is also a motor (starter motor) itself.

Once you started talking semantics with OhLook I figured the anal part out. But in the end it was still an electrical motor and not an engine, though part of.
