Shutter count?

Not sure, need to check... probably over the 100k rating though as I bought it back in 2012, and was used greatly for chasing birds, so it's had it's fair use!! Too bad this occurred right when I was looking up an an Owl...

My "fix" by pushing the blades back to their spots didn't last either.

It's been a fun run, but time for an updated camera!

No, that is perfectly normal. At 18mm and f11, the dept of field is quite deep but in this case is just not deep enough. With UWA manual lenses many photographers use the hyper focal method (I think that is what it is called.) Using this method you focus at the nearest distance you can that is infinity focused. 18mm on a crop camera is not UWA but the same method might have worked for this image at your above settings.

I think the problem is subject motion, not depth of field. The sign at the right appears to be at about the same distance as the engine. I think you were panning to follow the engine, keeping it sharp, but blurring other objects either not moving or moving at a slower apparent speed.

The photograph is very good, as is. But if you want better sharpness for the entire screen, try a faster shutter speed and higher ISO.

This website: http://www.dofmaster.com/dofjs.html (external link) calculates a range of sharpness from about 5 feet to infinity for an 18 mm lens at f/11 focused at 20-30 feet.

Canon 80D, 60D, Canon 10-22EFs, 15-85EFS IS, Sigma 100-400, Sigma 135/1.8ART, Sigma 30mm f/1.4DC, Canon 60mm EFs Macro, Rokinon 8mm fisheye, 550EX flash, Olympus TG6 underwater P&S
