Not 100% sure what makes this firmly one of the latter. A combination of many things... the slightly rising angle of the line that leads the eye, the almost perfect spacing between the men and the fact that they are all looking towards you (or looking somewhere) rather than just looking at their phones.

Another thing: the variation in leg placement. If all the men were standing with their weight centered, like a row of clothespins stood on end, it'd be boring. Instead, most are leaning to one side or are otherwise asymmetrical. This variety is enhanced by their having dark pants that (mostly) show against the background.
