I had the same difficulty before until I learned a trick from an experienced photographer. You watch from far away, find some duck near the shore. Wait till it dives, then run at it, stop before it emerges from water, keep still and stay as low as possible (camouflage yourself and camera/lens certainly helps), wait for its next dive and repeat, until you get close enough. I then sit low on water edge (or lie down if condition permits) to photograph.
