It's a great shame that wild birds can die of stress or shock if manhandled, as maybe its beak could be clipped by a vet. It doesn't look in good condition, but, as you say, it's surviving through the good offices of yourself and others.

He is very scruffy - probably due to the amount of time he spends rolling about on the ground, trying to claw food off the deck with his beak!

However, a lot of our urban crows are on the scruffy side. The other thing you may note - he's got a little bit of leucism in his plumage. A big percentage of Edinburgh crows have some level of leucism, and most of his peer group have some. Here is one of the more pronounced examples...
