It could be. Even if that setting is mainly there to prevent too long times when using flash in dark environments. Here the problem is the flash doesn't want to use short times. But I haven't tried if the 1/60-1/250 limit actually caps the top speed too, in spite of having high speed flash enabled.
I'm of the opinion that instead of using this limitation to which exposure times can be used in Av mode with flash, it's better to use M mode. Hence my inexperience with this setting.

The work around for AV is to leave the program setting alone, set minimum shutter speed to 1/125-1/200, set your flash to HSS, and let the camera do its thing. You can also engage auto and engage safety to ISO and I believe that works with AV use as well

Update:
you have to crank up ISO High enough so it consistently lands above 1/200-400

Yes, I agree. I don't know who lives in the house but it doubles up as a gallery and this kind of artwork is all around.

Excellent shot! Did you point the flash straight up, or did you angle it slightly forward?

straight up with the bug bounce card flipping light forward. Didnt need much because it was so dark
