The snorkels are not only for water crossings, they reduce the amount of dust sucked into the engine and therefore prolong engine life. Of course they do have to drive through water at river crossings from time to time as well. Australia is a dry continent but when it rains it floods and they can't afford to wait too long for the flooding to subside. It could be weeks.
