The latter was designed by James Walker and built in 1835-1838. It was his first sea-washed tower.  Not far from where I used to work, a lovely part of the World. Canon R6 II, RF 800mm.

I'd say OhLook is on the money - optical illusion. I took a screen shot and loaded into Cad Left side slope 3°15', right side at 2° off vertical. The base (not horizon) appears to be 1/2° off horizontal. Also, compare to the various towers in the background. Unlikely the towers are anything but straight . . .
