Sorry for the late response. The oil companies lease or purchase mineral rights from landowners. A lease can be a flat fee, paid annually, or it can be a percentage fee, based on the amount of oil produced. I suppose a land owner could dig his/her own well and sell the oil, but the expense and liabilities just make it simpler to lease the rights to people who know what they're doing.

Other than environmental and safety regulations the gov't has nothing to do with the process.

Another thought. In the US when you own land, you may or may not own the mineral rights to that land. A seller may want to keep the mineral rights, so if you bought from seller, he could contact an oil company to dig for oil. The company would have to pay you for using the surface rights, but the previous owner would be paid for the mineral rights. So be careful when buying land, not everyone wants an oil well or a gold mine in their backyard.

Land owners may sell the mineral rights to raise money for something else they want to buy. My mother-in-law has mineral rights to about 600 acres in southern Oklahoma, but only has surface rights for a small percentage of the land.

About 30 years ago there was a mini oil boom in southeast OK. My parents owned surface and land rights to 120 acres. They leased the mineral rights to an investment bank for five years, then the rights reverted to them.

I don't know about other countries, but if you buy land in the US you have the rights to anything under that land, all the way to the center of the earth. Provided mineral rights were included in the purchase. You also own the airspace above the land, but that doesn't mean you can keep commercial or private aircraft from flying over your land as long as they are following FAA rules.

I'd say it's causing fewer ripples as water is used up and rivers become dry beds. -?
