There's a good reason for that! I saw one in the Detroit river once on a calm day. There was about 6 inches of freeboard. It wouldn't take a very big wave to have water around your ankles! ; D

If I remember correctly they actually are engineered to take on some water, and have an (optional?) pump to get rid of it.
