They are on whatever is coming out of that caterpillars head. Looks bubbly but was solid outer layer, must be bubbling up inside.

My wife spotted this wasp's nest under construction and they didn't seem to mind me getting closer with the Canon 100mm F2.8L Macro lens.:-)

I went back a few hours later, but with the 7D Mk II fitted, to give me "more pixels" on the insect.

Today I was lucky to find a wasp ready to leave its chamber whilst an adult looked on. It is interesting to see the difference between the eyes in the emerging wasp and the adult.

I used the Canon MPE-65 at approx. x2 for this shot.
