As for the battery, per the manual, the time settings "may be reset when the camera is stored without the battery, when the battery becomes exhausted, or when it is exposed to below freezing temperatures for a prolonged period." I haven't seen the behavior that you're describing when changing the battery or under any other circumstance.

Maybe it's set according to the market for which it is intended. I've never had the time reset so maybe a new battery is in order

How that is displayed via exif etc. is entirely up to the software and OS of the equipment on which you are viewing the image files. If your getting am and pm or 24hr it's because that's how your machine is set up, nothing to do with any setting in the 5D4. I think that's partly right, as far as how your computer time is set. The camera clock itself appears to operate on a 24 hour cycle with no way to change it.
