The image is messing with my head. Are the "sail" and the boat connected? There is a chain behind it all. Is there a little space between the statue and the water that people could walk by and the chain is to help keep people from falling into the water?

The Sail and boat are not connected. The chain is there for safety purposes if I remember correctly.
