The clouds on the water look like an Impressionist painting. I say this because some time ago I was on the Arno River in Firenze and I was taking shots of the Ponte Vecchio at night. The 1st shots were glass calm and then a mild breeze came up and it had the same effect as your pic, a good memory for me.
