Actually they own them. Cal Trans (CDTX) purchased 14 of the "Comet" coaches from NJ Transit for 75K each for use on the San Joaquin train between Oakland and Bakersfield as they didn't have enough Bi-Levels to add more trains. They spent 20 million refurbishing them from commuter coaches for inter-city use.
