I think it must have been by careful obscuring of the foreground lights during a longer exposure simple HDR type approach would get far too much bleed for those lights for the long exposure to be consistent otherwise. Those foreground lights actually look like they've been taken using an infra red filter on a normal camera :)
As you say a beautiful result, that must have taken a considerable amount of care. Deserving of more than 10 out of 10

Thank you both. This was a single shot taken without a filter. I exposed for the highlights (string lights in background), using -1.5 exposure composition in camera. Yes, that made other parts of the image dark, but I brought those features out in post processing.

The slow shutter speed. Those string lights flicker at just the right rate to disappear from photos, unless you really slow down the shutter.
