Test drive of the new tram 40T (ForCity Smart Plzeň) from Škoda Transportation. It must cover 20,000 kilometres before it can be operated with passengers.

Here in LA Metro this would cause the operator to be fired, with no second chance given.

This tram has the same driver's cabs at both ends, the one who is now holding the phone is not currently driving the tram, but is sitting at the back, probably some kind of test engineer, the tram runs from right to left.

That's correct. If he was operating he'd have to have his hand on the master controller, or else the dead-man switch would stop the train.
But at LA Metro it is strictly prohibited to enter a cab (even non-operating cab) with a phone. No phone in any cab.
Even in the train yard or shops using a phone can result in job termination.

Here's a little different photo. This light rail vehicle is being delivered and moved off a trailer.
