"nocat: in spanish translates to "knock." This is my guess of what that sign is meant to say.

"nocat" in slovenian is "night."

"nocat" in turkmen is "defective."

Of course, it might also mean somebody has no cat at all, or to not bring any cats with you. (cat emoji goes here)
