That would be the clearance somewhere inside there.
I'd imagine the floor would be level and there's an inclined ramp or transition from street to internal structure.
My guess on latter, but once inside its the minimum clearance regardless

The ground is on a angle, the signs are on the same angle....

so the clearance signs are correct 12' 3" clearance on left side - 12' 3" clearance also on the right side!

If I'm correct Charles then yes,
It allows anyone to drive across that opening and if they clout that inclined sign then its a warning to not proceed, as once inside and they meet a level floor then the maximum height allowed is 12'3".
