I haven't been there, but no, those look like sandstone, probably former caprock. The surface the rocks are sitting on looks like it could be bentonite.

Bentonite is a type of dirt, it expands when wet, I know it's bad to build a house on it. So that dirt is the bentonite (I'm assuming, I'm not a dirt expert). There is a rock outcropping out of the picture, I suppose those rocks tumbled over there over time. Nice that they arranged themselve that way.

Bentonite starts as volcanic ash, then hardens somewhat. It is very absorbent and can be used for cat litter. The boulders scattered about could be volcanic also (basalt or other) spewed there by a nearby cone.
