Very cool capture! Must have been fun to watch that play out.

I've spent a lot of time watching both species, and only seen Harriers do this a couple times. They seem to be upset that the Snowies are in “their territory”. The Owls just sit there and ignore the harassment. I have seen quite a few times where another Snowy will dive bomb one on the ground, but that usually gets a response. Either the Owl on the ground will fly to another spot, or they will do some aerial battling.

I very much like this particular shot in your series...because of the eye contact with the eagle. obviously the wigeon did not go to waste, even if it was wounded by a hunter.
