Still mostly uncrowded. But I have been there before and had the feeling of it being empty except for me, this year it didn't have that empty feeling, there were people occasionally buzzing up and down the road. I hadn't known about that overlook, someone from Rhode Island told me about it and said he was there at sunrise and there were 10 other photographers. So not Delicate Arch or Mesa Arch level crowds, but no longer an unknown area. It would be worth your time. Factory Butte probably a better sunrise than sunset shot if you get out there.
