Death Valley National Park. Probably the highest price gas in the lower 48 on May 22, 2022.

It depends on what you mean by "adequate safety measures". A fence to keep people away from the animals with a locked gate- yes. Concertina wire to keep people from climbing over the fence is probably too much.

And as for outrageous verdicts- did you see this one?
