The cars appear to drive on the left hand side of the road and the building on the left reminds me a just bit of the waterfront of Napier, New Zealand, which was also devastated by an earthquake in 1931, which led to the city being reconstructed in an Art Deco style.

Yes it is Napier. I was there more than 10 years ago on a cruise. I'll forget to ask to name the sculpture as Cpt Jack already did that more or less.
Napier has a lot of buildings in ArtDeco style. Very interesting. More than 5 years ago I put up another wain of the Tobacco Corporation building...
