Heavy Floating Crane, Titan.
Retired from the Long Beach Naval Shipyard, this World War II era, German Crane, was sent to the Panama Canal in 1996. It still performs heavy crane operations in maintenance of the Canal.

Interesting subject. It looks like the cranes I've seen to unload bulk carriers at anchor to barges rather than using a pier.
