That is soooooooo rare nowadays though. Plus, with error 99 you don't truly know if it's the camera or the lens. In your search you should have also come across 24-70L and 70-200L issues, as well as 17-55 IS issues.

I have. 17-55 loves dust. The 24-70L likes to be sent in for recalibration right out of the box, and the 70-200L...well....honestly...i cant say I've heard anything note-worthy about the 70-200L.

Trying to get back on topic, I think that he will be very unhappy with ANY 200. For surf etc. I would go at least 300. Hand held off the beach, Canon 300 F4L IS? Prefer the 500 of course.

350D+Grip, Sigma 10-20, 70-200, 50-500, Canon 17-55, 430EX and a ton of other stuff

surfing handheld definately an IS. if the primary use is surfing, save urself 600 bucks, and get the EF 70-200 f/4L IS. That badboy is just as capable in almost all light situations except real low light.

well like I said I will be snapping some surf pictures but thats not primarly what I'll be shooting. I personally feel that the 100-300 range would be perfect for what Im looking for but I'm also wondering how much mountain biking I'll be shooting in the woods in which the f/2.8 would be nice. I think I like the price of the sigma 100-300 considering the canon 70-200 is more and I'll loose some distance, I also don't need the 70-100 range much. I'm just stuck.

You've pretty much figured it out for yourself jdm! You basically said you want a 100-300mm FL lens, capable of 2.8, and you don't want it to be too pricey. Sounds to me like this would fit your needs perfectly:

Sigma 120-300mm f2.8 EX DG HSM. Can be had for about the same price as the ef 70-200 2.8L IS.

haha I've looked but can't justify that price. Maybe down the road. I guess you will always have to give something up.
