To clarify, Old World Vultures (Europe and Africa etc..) evolved within the Accipitridae Family along with Hawks and Eagles etc..
New World Vultures, like the Turkey Vulture and Black Vulture and all Condors are not related to the similar looking Accipitridae vultures of Europe, but belong in the family Cathartidae, from the order Ciconiiformes which is the order of Storks, Herons, Spoonbills and Ibis.
Despite visual similarities (bald heads etc) there are actually some significant differences. The similarities between the two different groups are due to convergent evolution.
Therefore we can call an Old World Vulture a relative of the Raptors, but we can't do so for the New World Vultures.
