Colorful, no idea what it is though (ID please)

went out in the yard this morning to get used to the TOOOBZ that i got in the mail yesterday. saw this guy hugging my plumeria tree (looked like he had just molted too, shell was around)

anyways, the picture revealed much more color than i was able to see with the naked eye. He didn't offer me much in the way of shooting angle, so unfortunately, this is the best I could do.. :(

looks like a leafhopper, not sure which one though.
