Yes and no.. you have to have a properly lit subject.. like.. light from all angles. if you have a really dark picture, this effect won't work.. it works best when a subject is lit thoroughly.

So the first step is to have proper lighting setup.

The second step is minimal photoshop.. most people think it's a lot of post processing but the post processing on my image took me about 3 min.
