I bought an off shoe camera flash can't be set faster than 1/200. I am using a off shoe cable from flash zebra. It the flash cable broken or my camera?

It is the way you are operating the camera.

I suspect you are in "program" mode or TV mode.

when the flash is in the hotshoe ( or the cable ) the camera decides that the synch speed is going to be 1/200 maximum.
that is because the shutter is fully open only at that speed or less.
if you go over that, you will get progressively less and less image as the shutter curtain is only part way across the image plane.

if you want a higher shutter speed, you need to set the flash for "high speed synch" ( hss) and be sure you have not limited the flash synch shutter speed with a custom function setting.

You can use a shutter speed faster than 200 with an off camera flash if you don't mind only having part of the image on the sensor, but if you want all of it you must use 200 or less. Every photographer I have ever met for some strange reason prefers to have all of the image he saw in the viewfinder to also be on the card. :)

Switch the flash to HSS (High Speed Sync) mode if you want to use shutter speeds faster than 1/200.
