You need to contact the MSV media centre at the circuit, normally a week or two before hand:
Brands Hatch Circuit
Fawkham,
Longfield,
Kent DA3 8NG
Tel: +44 (0)1474 872331
Fax: +44 (0)1474 874766

You will need a reason to shoot, and probably will be asked for proof of Liability insurance (for 2009 it was £5 mil cover).
If you wish to sell/advertise your images onsite, be prepared to have to pay a traders fee, could be £250 per meeting.

No problem.
If you are just going there to shoot for non profit, for a club etc.. ask anyway.

If you don't ask you don't get!

It depends on your justification.
They will ask for the media outlet you are working for (newspaper/website maybe).

They'll want to see evidence of £ 5 million of public liability insurance. Why do you need to go trackside, Brands has some good shots from the spectator areas. For club meetings they'll want an accreditation letter from the editor of a recognised publication and examples of previously published work.

Shooting for your own website is highly, highly unlikely to get you trackside at a race meeting. Think about it - if it were enough, they would have thousands of togs trackside at every race meeting.

The last time I had accreditation at an MSV circuit, I had to fill out their application form, send off a copy of my insurance certificate and provide a letter from the media outlet (Autosport Magazine) I was working for. Even then, there's no guarantee you're application will be successful.

If you only want accreditation to get better photos for a personal website, then you should forget it in my opinion. If you're trying to establish yourself in an already saturated market, then learn how to take pictures good enough for publication from the spectator areas before trying for accreditation. This might sound harsh, but if you can't do that, then you have no business being trackside.

Simon.
